Sim can’t interact with other sims, only says ‘other choives’

I was playing last night and I tried to make my sim interact with other sims and the only thing that shows up is ‘other choices’ and mccc command center. It’s not happening with any of the other sims in the household. I tried to switch control to a sim they’ve never interacted with and  tried to build a friendship that way and the same thing is showing up on their end. 

Yes, I do have mods and I’ve moved them and deleted some and reinstalled and it’s still not working! I even tried to use the modify relationship cheat and the ui cheats mods and it’s not letting the sim interact with others or build new relationships, Can someone please advise me on how to fix this.

    @toyamel 

    Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game in a new save.
    If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.

    @toyamel Does it work with no mods? Please do a "vanilla" test: Drag the Mods folder to the desktop, delete the file called localthumbcache, open the game to test, and exit without saving.
