Sims can’t marry/ elope/ can’t change CAS relationship

Weddings/ marriage doesn’t work at all. When using the arch, the wedding music starts playing but sims won’t exchange vows. Same with eloping, music starts playing, but they do absolutely nothing. I ...

Actually, I see reported issues with marriages and all over forums and here as well. I did the clean folder test and tried only playing with base game. The issue persists.
