If you loaded the game and then saved while the Mods and CC were disabled the change is now permanent in this save. Try to recover an older save otherwise you must apply everything again.

what worked:
- removing the latest save file.
- When re- entering the game the only option is to start a new game
- I created a new character, saved and returned the the main menu
- exited game and brought back the last saved game
- Restarted my game - the load option is back and the option to select several of my previous saves
- I clicked on one of last saves before the update and all skin detail mods and hair are back on my sims
