Ok, I updated all my mods and have turned them back on, I saw some reports that "More Traits in CAS" may be the culprit, so I updated that too. Now I can create horses and they save just fine.
BUT that does not help those without mods, so please continue to add on to this problem until it is fixed. Good luck everyone!
I have just deleted the more traits and now I have horses 🙂!
Or just update the More Traits mod, after I did it was working and horses were back.
