The sims 4 Romance issues

Question

So I have these sims who are both "Soulmates" and "Promised" to eachother but apparently that doesn't mean that they are in a relationship as when I press "ask if single" they both still say that they are single. And another thing is that no matter how hard I have tryed the "ask to be Boyfriend/Girlfriend" option has never appeared, I have even Maxed out both of ther Friendship and Romantic, so I am at a loss as to what to do.

Would Much appreciate the help, thanks a bunch.

As for the option: They are both still teens, right ?
