Unable to buy items from the Grocery or Garden Stalls in Cottage Living

How often does the bug occur? Every time (100%)
What is your current game version number? When in their home lot, I assign an action, to begin with, they seem not to react, then they teleport to the location for the action. This is a new save, and the sims have no ability to teleport
What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? Take a Sim to the town area and try interacting with the Garden or Grocery Store
What happens when the bug occurs? It is not possible to buy anything at either the Garden or Grocery Store
What do you expect to see? When interacting with the store or store-seller, there should be an option to buy items
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

When I sent a Sim to the village square to buy items from the Grocery or Garden store, there was no option to buy anything. The only options when clicking on the stalls were Haggle, or Sell. I also tried interacting with the stall-seller, and there were no options there either for buying items. I returned to the stalls on several different days, and it was always the same.
