I prefer 7-Zip, it opens all compressed files including Winrar. https://www.7-zip.org/ Just right click on the file and choose 7-Zip then extract here. I usually extract to my downloads folder then move the files to my Mods folder so I can sort the CC.
Files ending with .package do not need to be opened they can go directly into your Mods folder. Only files ending in .rar or .zip need to be extracted.
