Why does it keep saying "mods missing" in CAS

Question, i hope this is in the right place lol i hope this makes sense. okay so i made one sim and saved it to my gallery. i then redownloaded them into a new family. i cleared the sims entire CAS things off so he was totally nakey. i then rebuilt him without any of the sliders, clothes, accesories etc. put new hair and eyes mouth etc on him. 
saved him again as this new sim. 

a friend of mine went and dowloaded him onto her game. however every time she goes to play it says "mods missing" even though i gave her all the mods that he had.

now is he saying that because she doesnt have all the sliders downloaded from the very original sim? even though everything is changed about it? or?
