It sounds like you may have been previously game sharing- please look over the transaction history on your PlayStation account, are you seeing the purchases for these packs showing there?

Thanks so much for the quick response? It’s only me & I’ve never game shared before. I’ve purchased all my packs online. Unfortunately, I wasn’t able to get it fixed but fortunately, I was able to save my families & start new game. When I try and load the older files, they aren’t simply working.
Are the packs still showing as locked or are they showing as fully installed in your game library?
