Hello @AuntySydney,
Let's first be sure that all your content is fully installed to your PS4 by following the steps here:
- Restore the licenses on your console
- Go to your Game Library
- Scroll to Your Collection
- Select The Sims 4
- Scroll down to Add-Ons and locate your DLC here
- Select the DLC in this list and select Install
- When the download finishes, let your new content install and restart The Sims
If your packs are still not accessible once you've tried this, be sure to let me know!
I have tried that already and it won't let me access them at all

Were you previously game-sharing or were these packs all bought on your account? Please look over the transaction history on your console to be sure you're currently logging in with the same account that these packs were purchased on.
I wasn't gamesharing, I spent the money myself. I can look for the transaction history through my bank account.

You'll want to check the transaction history on your console directly rather than your bank statements to be sure you're currently logging into the same PlayStation account that these packs were originally purchased on.
