Not able to make walls higher

Hi can any one help me with this PROBLEM? 😞 I've rebuilt 5times , bulldozed, individually demolished, deleted data , started again and yet I keep getting a message stating an object is preventing me...

Hi I'm not using any MOD cheats or anything as already stated, I have saved the building and attempted to replace/download builds (NOT ON A DIFFERENT LOT)  still with no luck
