Steps: How can we find the bug ourselves? Not sure
What happens when the bug occurs? The game starts to stall (cursor moving smoothly but pressing buttons usually don't do anything anymore). Objects with cursor moved on didn't become highlighted anymore. Approx. one minute later, a blue plumbob screen appears with messagw (freely translated from german version) "We're adjusting your graphics settings so you can continue to play the Sims 4". Before completing the progress bar, the game reappears. Without doing anything, the same screen and message appears again only several seconds later. This repeats for a third time, than the game crashes with a CE-34878-0 Bluescreen.
What do you expect to see? Normal operation
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
According to bug report history on PS4, this issue happened first on 12/31/21. It happens on two PS4 consoles played independently of each other (each System software 9.03). Right now, I'm unable to determine a specific action witch causes this bug to occur. However I have a save game which leads to this issue one minute after loaded. Bug reports /w Video have been already sent via PSN.
I just found out one tiny thing of reproduceability:
I travel with one Sim to another neighbourhood (on the cottage living map). Once in the house, I start moving my cursor (not clicking!) about several household objects. Every Item becomes highlighted immediately, except of the Computer.
After I've moved the cursor over the computer (without clicking on it), no other Items become highligted anymore, when the curser got moved above them. This lasts for several seconds, than everything seems to be okay egain - Except of the computer. When moving the cursor above the computer, previous repeats.
When CLICKING on the computer, nothing happens, except of the described Bug starts short after.
But... Big BUT:
This happens only with this Sim in that Neighbourhood so far. I Tried the same with a sim from the 2nd neighbourhood traveling to the first neighbourhood, and the computer is fine there. Same with household members of that affected computer: No problems there.
On the 2nd PS4, other game, other neighbourhoods, one household sim clicked on a computer in the own household, also causing this issue. The game was saved after clicking on the computer, but before the bug occured. So this bad state became obviously saved. Once the savegame is loaded, it tooks some time and the bug starts to happen.
So it appears that it has mainly something in common with computers.
What I've noticed before that bug ever occured: Conputers did get really really slow. After clicking on it, it sometimes takes 20 seconds for the computer menu to appear.
However, that time delay issue is any worse which refrigerators, however described bug has not be seen in conjunction with fridges yet.

Did some sorting and testing. And found a conclusion and a (bad) workaround.
"cannot operate" means, it leads to the described bug.
Playstation #1
Household A: Nobody in the house can operate any computer in the house anymore. (Apart from my earlyier report where I'd thought, at least this would work).
Put a brand new computer to that household. Nobody in that household can operate the new computer.Traveled with the complete household members to Neighbourhood C. None of the Household A members can operate the computer in Neighbourhood C
Put a row of brand new unmodified computers in Neighbourhood C. Also none of these new computer can be operated by any of the Household A members.
All Household members of neighbourhood C can operate the computers as expected.Traveled with a Member of Neighbourhood B to Neighbourhood C. Also this Household B member can operate the computer as expected.
Treveled with a Member of Neighbourhood C to Neighbourhood A. Computers can ba used as usual.
Moved out with Household A to a new home. Former Household A members cannot operate Computers.
Moved with household C members to former household A house, computers can be operated as normal

No testing with different neighbourhoods here.No member of the current household can operate any computer anymore.
Put a brand new created sim to that household.
Brand new sim cannot operate any computers in that household.
Exported that Neighbourhood as well as Household members to the Gallery.
Bulldozed that house an re-placed from gallery. Household Members cannot operate computers.
Thrown out and deleted that household members, re-imported them from gallery, computers can be operated again.Apperantly it turns out, that there is no problem with the house but with the household members (as a whole since also newly created and added sims bring up this problem instantly) in conjunction with computers. This issue doesn't seem to become exported to gallery, since exporting, deleting and re-importing solves the problem. However this is a very bad workaround since family relationships, pedigree and probably other things (achievements?, skills?, special items? idk) get lost as well as I assume that legacy player and alphabet legacy trophy efforts will get lost.
