It sounds like you may have been game-sharing, if this happens again you'll want to check the transaction history on your account to be sure you've bought these expansions on this account directly, and that you're logging into the same Xbox account that originally purchased this content. 

You can also get in contact with Xbox support so they can look over your purchase history and account details to see what's going on with your purchases and why they wouldn't be available.
