Sims4 Ps4 Crashing in Newcrest

I've had this game since it came out and I've never been able to play in Newcrest without the game crashing. I can't build on lots or place buildings from the library, and when I do manage to play, it's very laggy. Sims stand around for several sim hours before they move, with only one action in their queue. When I do get the game to let me place lots or build, I can only do it a few times before it crashes. Every other world works just like it's supposed to. I've already unistalled and reinstalled the game once with no help, and everything is up to date. Does anyone know how to fix this?
