Packs unavailable after attempted repair

I was having issues with the game not loading, so I ended up re-downloading it. Seemed to work well at first, and the game plays well now, but none of my packs from before this are available. They say they're still installed, but won't let me uninstall/reinstall them to try to fix it that way. I tried repairing the game, but that didn't do anything either. I purchased a new pack since then, and it works fine, so it seems to be just the earlier ones. 

Any ideas?
