Terrain paint causes lots to be pixelated

What happens when the bug occurs? the whole lot becomes pixelated anytime the terrain tool is used
What do you expect to see? a pixelated lot
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

I have repaired my game twice, and have turned off my mods. Im not sure what to do. The problem occurs on any lot I'm on, or visit that has terrain paint. I try to use the terrain tools and the lot turns kind of a lime green color and the whole lot is pixelated.
