I did create a symlink originally, yes. Do I have to create a new one every time I uninstall the game?

No. The symlink is only relevant to the Electronic Arts or Sims 4 folder, whichever one you created the symlink for. But the "already running" error is usually caused by the game not having permission to access the location where the EA/TS4 folder is. I have checked my settings and Origin has access to my external drive. I'm not sure what else to do.

Did you read the link? In the OP it has common error messages and why they come up. This error message probably isn’t anything to do with Origin and everything to do with the Documents folder.
