It should be able to run Sims 4, all current packs included, on ultra graphics settings. The same goes for Sims 3, and of course the older games. You get a terabyte of storage, which is more than enough for all four games and a giant pile of custom content, plus 16 GB RAM, which is more than sufficient and also the most you're going to see in this category, at least from reputable sellers. The screen is good enough.
If you're not a fan of that laptop, this is the next-best I'm seeing for under $550. Its graphics chip is not as fast as the chip in the one above, but it should still handle Sims 4 on high-ultra settings, maybe ultra, and the others definitely on ultra. It doesn't have as much storage, but a 500 GB drive can still fit all four games plus a reasonably-large cc collection as long as you clean out old files every once in a while. You also get a larger screen, although the resolution is the same as in the one above.

I don't see anything else as fast as the second one that's also within your budget. But if you don't need the absolute highest performance, and there are other details that matter to you, let me know what those are so I can find something more suitable.
