are you using mods by twistedMexi or any UI Cheat extension mods ?
Make sure you use the newest version of these.
If you don't, please test without mods. This issue is most likely caused by an outdated mod.

What expansions, game packs, and stuff packs do you have installed? Get famous, Seasons and University living
Steps: How can we find the bug ourselves? Go to build mode, and then go to filters
What happens when the bug occurs? You cant filter out build items
What do you expect to see? That I can filter out build items just like I could before the patch update

Hey! I tried to filter out build mode items but for some reason, it's not working. I clicked on "Red" because I wanted only red items to be shown but it didn't change anything. I tried again but with another filter but it's still not working. It has been like this since I updated the game.
