Build/Buy broken UI [CURRENTLY NO CC]

Steps: How can we find the bug ourselves? Open build/buy mode...?
What happens when the bug occurs? I open my game and when I want to build and there are no icons, no catalogue, I can't go to live mode, and if I exit to main menu the whole screen goes white.
What do you expect to see? The build buy menu, the live mode icon to be clickable... my main menu.
Have you installed any customization with the game, e.g. Custom Content or Mods? I had gone through just yesterday and updated all my mods before playing after the last update. But not now I've removed them. Removed the cache's (both origin and sims 4). Deleted the localthumbcache. Made a fresh set of game files, new save included. Done a repair on all the content. Turned ofOrigin-in-game, Updated graphics drivers... prayed to the computing gods
Did this issue appear after a specific patch or change you made to your system? Yes, after latest patches and mod updates. Game ran fine for hours in live mode, issue only appeared when I went to buy something.

I've seen a lot of posts saying this has to do with UI cheats mod, I haven't had that installed. I don't have a custom build/buy UI... really scratching my head on this one after completely separating anything to do with my last install/game/mods.
