Stumbled on here after trawling randomly on Google.
My issue was camera pan stuttering on a good PC, regardless of the Sims 4 graphics settings. I tested a bunch of random Windows 11 & Nvidia settings too, but none made any difference.
I did the same GraphicsRules.sgr overrides the OP did & it worked. Now the game is smooth at 180 FPS. What a shock.
