Can’t Ask to Be Boyfriend/Girlfriend or Become Soulmates

I’ve seen other posts about this but with no solution that’s worked for me. No CC, repaired game, high relationship, and no other romantic relationships but the glitch persists. How do I fix this?

What level is the romance bar, i'm unsure but i think that might have something to do with it. I've had new couples that didn't even get 1st kiss to appear till around 20-25% bar, and i think it was around 30% or more before boyfriend/girlfriend appeared, also i think sweethearts appear 1st around 40-50%, so maybe soulmates has to be a high bar

They are at 100% for romance and general relationship. Sadly I think it's a glitch.
