alicegothspell Try deleting the TS4 folder (with the game closed) and restarting your computer. The game should recreate the folder and the .dat files the next time it loads, but let me know if that's not the case. Try again to download one pack.
If that doesn't help, do you own any kits through the EA App? If so, please uninstall one of them, under Sims 4 > Manage > Manage add-ons, then see whether you can install it through the Marketplace. The idea is to test another item that we know works in another context. You can reinstall it through the EA App later no matter what the outcome here.
Brook_364 The .bpf files are the files that contain Maker pack data (and kits if you install them through the Marketplace). They're created when the content is installed; you don't create them manually.
