@evicopperfield Please run a search for the data from Cats & Dogs: I'd like to see whether it's installed in the wrong location. Open a File Explorer window, click This PC in the left panel, and enter EP04 in the search field in the upper-right corner. When the scan finishes, make sure the full file paths show under each item; if not, expand the window sideways as necessary. Then use Windows key-shift-S to capture that portion of the screen, and attach the screenshot to a reply here.

@evicopperfield Thanks for the screenshot, and it confirms that your issue is that Cats & Dogs has been installed into the folder for the Sims 4 CAS Demo. Please see the workaround here:
If you prefer, you can instead uninstall the CAS Demo, clear the EA App's cache, and try again to install C&D. The downside of this is that you won't be able to reinstall the demo, but perhaps that doesn't matter to you.

When i move the pack file out of the cas demo folder is there a specific place to put it?

@evicopperfield You could trash the EP04 folder entirely and let the EA App download C&D again. Or you could move the folder here:
C:\Program Files (x86)\Origin Games\The Sims 4
If moving the folder doesn't help, delete it and rename the CAS Demo folder (you might need to restart your computer), then clear the App's cache:

And download the pack again.
