Did I understand you well? Did you uninstall the game from your computer and installed it again downloading it from Origin?
Did you delete the TS4 folder from Documents too?

Absolutely nothing was left of the old game?

So you started a new game. And in this new, virgin folder created after installation with a new sim still is this error.

If so, could you give us DxDiag of your computer?
