Okay so I paid the $30 for the Halloween bundle and I normally buy everything on Steam but decided to buy on EA since they were on sale. When I launched my game werewolves worked just fine but Vampired and Spooky stuff does not. All clothing items are not working. I took out all custom content and mods to see if that affected it but it's not. I have also uninstalled and reinstalled the game a few times and tried everything I could.
EA also doesn't give me the option to uninstall the packs either.

There's no way to uninstall an individual pack through the EA App. But you can delete a pack's folder and download it again. With a Steam install, all packs' folders, even those installed through the EA App, will be here by default:
C:\Program Files (x86)\Steam\steamapps\common\The Sims 4
Vampires is GP04, and Spooky Stuff is SP04.
