mrscrafty15​  When Sims 4 is installed through Steam, you can only repair through Steam, and the option is "verify integrity of the game files," under Properties > Installed Files.  It sounds like you may have found this option already.  If so, and it didn't help, please let me know whether the missing textures are from one or a few packs.  You may need to delete and reinstall only those packs.
