@bluemystral and @DADIS43 Please force the EA App to update: it doesn't always do that on its own. Go here:
C:\Program Files\Electronic Arts\EA Desktop\EA Desktop
and launch the EAUpdater.exe. When it's done, the App should open again, but please restart your computer one more time before trying to install Sims 4. Let me know whether it works.
So I tried and it didn't work either

And post the report ID here. I've flagged this thread as well.
If you have time and access, I'm also curious whether this happens on a different computer. You wouldn't need to actually download the entire game, just see whether the download started at all.
