SilverJanSims Do you own the bonus early-order content that comes with those packs? That's one reason you might be seeing this issue. If you look at the list of packs on a Gallery upload, something with bonus content will list that particular pack twice, or at least that used to be the case.
This has also been a bug at times—the game says it replaced items when it shouldn't have needed to do so, for example with a player's own build. I'd have to check whether it's currently happening to anyone else, since this tends to be fixed for a while only to pop up again, and of course reports are mixed in with those from people who really are missing some content.

Thanks for the info puzzlezaddict . I've never preordered any of the Sims 4 packs usually due to financial reasons and time away from playing the game. Generally I wait for the sales to make my purchases. That's probably why I get that message. So far there doesn't seem to be anything important to a house that is missing when it happens.
One thing that I've also noticed when getting builds from the gallery since getting my new laptop is that even though I uncheck the boxes of the packs that I don't have, it still loads the lots that include those packs. When I played before, the gallery would filter out the builds that included packs that I don't have. It's not really a big deal but it makes finding the right lot to fit longer to find. During my game play, I tend to update the homes of the 'In world' families when they start having kids or adopting horses with the Neighborhood Stories so that they have necessary cradles, bassinets, toddler beds and stalls since I don't have time to remodel the whole house.
