Game Lagging After Update

BajanK​  Okay, let's try playing in a new admin Windows account just to make sure there's nothing wrong (like a weird user setting) in your main account.  Make the new one local, as in, don't link it to your Microsoft account or any email address.  You can keep declining until you're asked to answer some security questions instead.  You'll be able to launch the game without reinstalling anything, but of course your saves and other user content won't be available.  That's fine for the purposes of this test.

If this alone doesn't help, try a clean boot in this account, and also with your antivirus disabled if you use a third-party program.  As long as you don't do anything else at the same time, your computer should be safe, and if it does help, you can set exceptions in your AV for TS4_x64.exe and EADesktop.exe.
