Maybe its some sort of power related issue ? Maybe not exactly this, but something like what this guys says;

I actually think this is related to the game engine. I tested it on two different computers. While I was experiencing these issues in Sims 4, I opened Sims 3. And it ran smoothly for 2 hours. But Sims 4 always causes problems. All I need is someone to record the history with MSI Afterburner. Play the game for an hour, enjoying it, and then stop game (Time 0) . If there are frametime drops during the 15 minutes you're idle, I'll be sure it's entirely game-related. Hopefully, someone will be able to do this short test…

Well, not me sorry love but I have a laptop and it requires Asus Aura to keep it together, and Aura conflicts with Afterburner ;/
Can Aura run the same diagnostic you wanted to get from Afterburner ?
