Ovalfan If you have Steam's family sharing enabled, please disable it.
Please also make sure your Steam and EA accounts are properly connected. Try to sign into an EA website using your Steam email address and password. If you land in the correct EA account, everything is fine; if anything else happens, let me know.
Separately, please move or rename the Sims 4 folder in Documents > Electronic Arts. This won't delete your saves or other user data, but it will prevent the game from reading that data, which is the point of the test. If it works, the problem is something in that folder.
If none of this helps, please do a clean uninstall and reinstall of Sims 4—both the Steam and EA copies, if you have both installed—and the EA App, as described here:
Reinstall only through Steam; you can use the default Steam install location rather than creating a new folder. For now, install only the packs you own through Steam, then see whether the game works. If it does, you can download any packs you own through the EA App, but NOT a second copy of the base game, and test again.
