@goi139 Please clear the EA App's cache:
https://help.ea.com/en/help/faq/clear-cache-to-fix-problems-with-your-games/
Then restart your computer, open the App, then My Collection, click on Sims 4, then on the next page, click Manage > Manage Add-ons, find City Living on the list, and click Download.
If this doesn't help, please create an EA App error report, as described here:
https://help.ea.com/za/help/ea/ea-app/run-ea-error-report/
Please include the error report ID in your next reply.

@goi139Did you have The Sims 4 CAS demo installed? Having it installed will cause EA app to download the pack in the CAS demo's folder rather than the sims 4 game folder.

@goi139 Please create the EA App error report and post the ID for that report in this thread so your issue can be escalated.
