@Lanceleve1234 Please uninstall Sims 4 and the EA App with Revo Uninstaller (the free version is fine), as described here:
Be sure to rename the Sims 4 folder that contains your saves and other user data first so that Revo doesn't remove it.
Reinstall the game through Steam as well as the expansion you own there. Reinstall the EA App and install the packs you own there, but not a second copy of the base game. Then launch the game through Steam and let me know whether your packs load.
I originally did re download on steam- witch is the one that won’t load any of the old expansions just the ones that I bought through steam-
i un installed again and have been trying to download sims through the EA app but it’s been 4 hours and the game is still downloading and it doesn’t give me a percent or estimated time

@Lanceleve1234 Please cancel the download in the EA App, restart your computer, and download through Steam. That's the only way to get both your Steam- and EA-owned content to load in-game.

I did that- canceled and deleted on EA and then just on steam- but still none of my old expansion are showing up

@Lanceleve1234 Okay, just to be clear, you installed Sims 4 through Steam, and you also downloaded your packs from the EA App? If not, that's the second part of the process. You should be able to do so through Sims 4 > Manage > Manage add-ons.
If you've downloaded the packs through the EA App but they're not loading in-game, you probably have this issue:

If you're not sure what's going on, run the search described in the first post for two or three missing packs and provide screenshots of the results.
