I cannot have The Sims 4 downloaded on 2 users at once.

I downloaded sims 4 on 2 pc users with 2 separate EA accounts. Account 1 was downloaded without steam. Account 2 was downloaded with steam. The play button on Account 1 did not show while both users ...

SesLovesSims​  I would guess this is just a limitation of the EA App, nothing you can fix from your end.  And it might even be by design, so not a bug anyone would try to solve.  Renaming the folder is what I'd have suggested had you not figured it out yourself, and it should be quick enough to switch back and forth.
