yaanaplays Please try another new save, this time in an entirely clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop. When you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you've moved but temporarily unread by the game.) Don't add anything to the new folder yet; just start a new save and have a look around.
If this doesn't help, try deleting and reinstalling Cats & Dogs. If you don't know where the game itself is installed, you can see the location in the EA App, under Sims 4 > Manage > View properties.
Close the EA App and kill the EABackgroundService in the Task Manager. Open [install location]\The Sims 4 and delete the EP04 folder inside. Then open the Delta folder and delete the EP04 folder inside that. Clear the EA App's cache:

Repair the game (Sims 4 > Manage > Repair), and reinstall C&D. Then load yet another new save and see whether the items show up.
