Pop up malfunction

Any pop ups in my game don't work at all. The stars slide all the way to the end of the option, the white rectangle is all but off the pop up, with white colored letters the blend in with the background and come off the pop up and you have to guess what it says. This happens with phone calls, advice, choices, save game etc. I do use mods and I have a Windows 11 laptop.
