You have some crashes mentioned in your DxDiag, I'd suggest doing a clean boot for those:

I noticed that your computer system is only 32 BIT, when the current requirements for The Sims 4 are 64 BIT.
This is the main issue of your problem.Switch your computer or game to 64 BIT.

The DxDiag says 64 bit.

OKAY @jpkarlsen , but if the card works in 32-BIT mode, I suppose that the game turns on in the same mode.

No, that is not how it works.
The "(32 bit)" in the GPUs "Current Mode" section is referring to the color dept the GPU is using.
It has nothing to do with 64bit computing.
