Go into Program Files (X86), look for the Origin Games folder. If you have CAS Demo installed then The Sims 4 Create A Sim Demo will be listed. If it is, open it and look for an EP13 folder. Then copy the folder to your The Sims 4 folder.
If you never installed the CAS Demo you won't find that folder and your problem must be caused by something else.
