I've tried without mods. It doesn't happen all the time, but when it does, I have to restart the game to go away.

Did you try if happens on a fresh save with no mods for testing purposes ?

I've tested your save and can't seem to duplicate it.

Was the need bar actually red although full when you saved ? I've played some and the bars seemed to behave normally.

It wasn't.. When it happens again, I'll save it then.
