You can find the cell doors under the debug list by opening the console (Ctrl+Shift+C) and entering bb.showhiddenobjects. If the cells do not populate then you can restore and edit the original police station by starting a new file and exporting the lot into your gallery. I would recommend getting into the habit of exporting all special lots before editing since they all have hidden markers and properties which cannot be set in build mode.
