@EXTENMA I've split your post into its own thread since the original thread was quite old.
Your laptop should be able to run Sims 4 on low or low-medium settings, maybe higher if you don't install all the expansion packs. There's no harm in experimenting a bit. You may find though that running most or all EPs is too demanding on the computer's memory, so if you haven't bought them already, it's a good idea to add a little content at a time and see how it goes. You can also disable some packs while using others to get better performance overall, but that may or may not be a tradeoff you're willing to make.
Are you having any in-game issues? I can see a couple of potential problems in your dxdiag that you may want to address, but if everything's fine, you might prefer to leave things be for now.
