Thank you very much for your feedback and taking the time to write such a constructive post about your suggestion. We will make sure to send it on 🙂
While there is currently no way to stop the game from creating and adding NPC's (non-player character) you can manage or change the outfits the people wear to some degree - head to Manage Worlds, in the upper right corner click Manage Households. From here you should be able to give a makeover to the NPC. No more socks and sandals!!!
