Screen/s flicker after Sept 18 update

When I launch the game my screens all flicker constantly and I lose control of my mouse. I have multiple monitors but I only play the game on one screen. I'm not doing anything fancy like trying to span the game across multiple screens or anything like that. But when I launch the game after the Sept 18 update all of my screens flicker constantly. I am unable to use my computer at all in this state. Even when I try to bring up task manager the constant flickering of every screen and total loss of a cursor makes that unusable and I have to do a hard shut-down with the power button of my PC. 

I noticed this only happens when the DX11 version of the game is running, which is now the default. When I go into the game properties and add the -dx9 argument, everything works fine. I can still run the game in dx9. This problem was NOT occurring before this update. I was able to run the DX11 version of the game without issue prior to this. 

My computer fully supports DX11. It not some old potato netbook or something, I have a modern gaming PC with and i9 processor, 32 GB of RAM, and an RTX graphics card.
