Okay, so a new computer.
Let's try the following steps:
- Open the Task Manager and select "More Details."
- Select the "Details" tab at the top.
- Select the "Name" tab to sort by Alphabetical order.
- See if you can find an instance of TS4.exe, or TS4_x64.exe (If so, right-click on it, and select "End Task." Attempt to re-run Sims 4 thereafter.)
(If this resolves it, let me know.)
If you don't find either task, close the Task Manager, and move onto the steps below:
- Close Origin completely. (Click the arrow on the bottom-right of your taskbar, right-click the Origin logo, select "Quit Origin."
- Re-Open Origin as an Administrative User in Windows. (Easiest way is to select the Windows icon on the lower left, type "Origin" to bring up the Origin logo, right-click the logo, then select "Run as Administrator.")
- If you get a notification message asking to authorize making changes, hit OK.
- If you need to sign back into Origin, do so. (If your computer is already trusted, it should just log you in.)
- Go to "My Game Library."
- Find The Sims 4 in your Game Library, right-click it, then select "Update Game."
- Once it finishes updating and confirms the game is up-to-date, open the game.
If the game is still giving you the same error, let me know. If it works too, let me know as well.

Last question then:
Are you both using the same Origin account to access Sims 4?

No we are not using the same Origin account.
But today my girlfriend was just checking around and when she took down the windows firewall it worked.
So she just turned it off. and then it all worked.
And she made it work when she turned off "regulated folder access" on the firewall.So now it all works fine. :D

Hmm, sounds like there might have been an added level of folder security beyond what I initially suggested.
What normally causes that error is that the game is trying to access game files in its initial installation location, and if it isn't able to, it assumes that the program is already running since it can't access them.
Good to know for future troubleshooting; thanks for being patient with me while we both hashed this issue out, happy Simming.
