Sims 4 won't open with any mod

@Eshja  Do you happen to have your Sims 4 user folder on an external hard drive or USB stick, and if so, how is the drive formatted?  Do you run the standard version of Sims 4 or the Legacy Edition?

Hey, no, I don't have it installed on any external drive and it's a standard version.

I just bought a new PC and just installed the sims, but I launched it first time with copy of my old mods (I updated them but could forget about some) and the rest of sims user files, if that makes any difference.

@Eshja  Please test with a new Mods folder, as in, let the game spawn one fresh.  Download a new copy of one mod that you know is updated and see whether it works.

@Eshja  Do you have OneDrive enabled and set to automatically sync the contents of Documents?  If so, please either disable auto syncing or disable OneDrive entirely.

If that doesn't help, try playing while your computer is completely offline.  You can sign into Origin and put it in offline mode, then disable wifi and/or disconnect the ethernet cable before launching the game.

If that doesn't help either, please run a dxdiag and attach it to a post.

@puzzlezaddict  I uninstalled onedrive before installing the sims so there shouldn't be a problem there.

I tried running it in offline mode with wifi disabled, didn't help either.

So I'm attaching my dxdiag file.

@Eshja  Do you happen to have Windows set to compress Documents, or the Electronic Arts folder or the Sims 4 folder inside, to save space?  You can right-click on any folder and select Properties, then under General, click Advanced and look for an entry that says "Compress contents to save disk space."  If this is enabled, it could prevent the game from reading certain files correctly.  Please check your C drive as well; the option should just be under Properties > General.

Additionally, your dxdiag lists a number of Windows update errors.  So it's a good idea to run a couple of basic checks on your Windows system files, then manually run any updates.

• Hit Windows key-X
• Choose either “PowerShell (Administrator)” or “Command prompt (Administrator),” whichever option is offered
• Inside the window that appears, copy and paste “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes into the window, and enter
• The system will start validating soon. If it throws an error, please list it here
• After it reaches 100%, hit Windows key-X again
• Again, choose “PowerShell (Administrator)” or “Command prompt (Administrator)”
• Inside the window, copy and paste “sfc /scannow” without quotes into the window, and enter
• Post the message you receive here
• Restart your computer, hit Windows key-i, select Update & Security, and click the button to check for updates.

None of the files you mentioned had the compress option checked.

DISM.exe /Online /Cleanup-image /Restorehealth  - no errors there,

sfc /scannow - told me to update my windows so I did that and tried it again, this is the outcome:

@Eshja  Okay, with sfc having repaired some files, please test the issue again, also in a clean user folder with a single mod you know has been updated for this patch.  If it still doesn't work, let me know.  I may have to get back to you on this one though—I think I need a second opinion.

@puzzlezaddict  Yea, sorry, I forgot to mention, I did test it after all of that and it still doesn't work. With clean folder, with a few mods which I'm sure are updated (MCCC 7.5.3 and some hair cc, only single mod at once). I even tried reinstalling origin and sims and added sims files to windows defender exceptions - nothing works :c.
