Sims are stuck in a single movement while time goes on

My sims aren't entirely frozen, but are stuck in a loop of one action (but not really an action, more of a single movement).
Example: My teen sim should be doing her homework, but is sitting at the desk turning her head back and forth. The homework is in front of her, untouched. If I cancel the homework action and instruct her to again to do her homework, the action becomes stuck in the queue.
This is affecting both sims in my household, a toddler and a teen. Time goes on around them as they are stuck in a loop. The reset cheat makes them stand somewhere else, but then they are stuck again in a movement. If I save and close out the game, then come back, they are fine for a moment but then become stuck again.
I've gotten rid of a mod I recently downloaded, but that didn't affect anything. Please help!

    the teen homework freezes are a known issue.

    Usually it helps to cancel the action and then press ESC to get the option menus. That should move forward with the time. You might need to do it multiple times.

    Or try going to the household manager and come back or travel to get them unstuck.

    It mostly happens if they do home work on their own.
