marden33 What happens when you try to install the game in Dutch? Do you not see the option at all; do you see the option but the download fails, and if so, with what error; does the game appear to install in Dutch but it's actually in English; or something else entirely?
If the problem is simply that you choose Dutch but the game installs in English, please do a clean uninstall of Sims 4 and the EA App, as described here:

Then reinstall the EA App and try again to install Sims 4 in Dutch.
