Sims have no autonomy

Sims 4 PC, fresh install and no mods. I've even tried the reset cheat, but no matter what I do, my sims have no autonomy. They just stand there unless given a direct command. As I mentioned, it's a fresh install, no mods and I've made sure autonomy is turned on in the menu.
