Sims Unable to Adopt Children at all?

What expansions, game packs, and stuff packs do you have installed? Seasons, Cats and Dogs, City Living, Cottage Living, Discover University, Island Living, Strangerville, Parenthood, Vampires, Outdoor Retreat, Laundry Day, Kids Room Stuff, Tiny Living, Holiday Celebration
Steps: How can we find the bug ourselves? Sim goes to computer of any type and tries to adopt child.
What happens when the bug occurs? Sim goes to adopt child, action goes into queue and disappears, Sim will continue queue as if the Adopt action was never selected.
What do you expect to see? The adoption window should open and you should be able to select a child to add to the household.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Most recent 24/8/21 patch/bug fix installed.

Edit By Bubonic_Square: Two fixes found, selling and replacing computer works, repairing/updating the game also seems to fix the problem. Thanks to everyone who helped solve this problem <3
